IHAC - Intergovernmental Higher Academic Council

The Intergovernmental Higher Academic Council was a non-government and non-profit making initiative of the International University of Fundamental Studies (IUFS) registered in St. Petersburg, Russia. It was working together with other Russian state universities. In 1998, the Russian Ministry of Education, and the Russian State Committee for Higher Education & Science, at St. Petersburg, Russia, recognized IUFS. In 2007 IUFS opened the Intergovernmental Higher Academic Council (IHAC) to promote collaboration among different international educational institutions.

The Intergovernmental Higher Academic Council approved and asserted the quality of dissertations, scientific research and pedagogical activities of leading Universities. In 2007 Bircham International University was invited to prove the extent and quality of the research papers produced by BIU graduates. As a result BIU got the Accreditation of IHAC, the Intergovernmental Higher Academic Council.

In 2012, Bircham International University participated by invitation from IHAC to the 4th World Scientific Congress, celebrated in St. Petersburg. Russian scientists, army generals and some high ecclesiastics and patriarchs recognized the mission and good research work of BIU graduates, and did welcome the BIU Russian initiative. These recommendations led to a mutual recognition agreement signed by the SUTD - Saint Petersburg University of Technology & Design (Russia) and Bircham International University.

In 2014, IHAC, the Intergovernmental Higher Academic Council, ceased its operations, but the agreements with SUTD - Saint Petersburg University of Technology & Design, and the support from some Russian authorities for the BIU project in Russian language were preserved.
